9 percent had no opinion on this issue. This was the result of a Demoscope survey commissioned by the online portal Infosperber in German-speaking and French-speaking Switzerland. The survey, which was made available to the Keystone-SDA news agency, revealed differences primarily according to gender, region and education.
While 53% of respondents in German-speaking Switzerland believe that only the popular majority is sufficient, the figure in French-speaking Switzerland is 45%. In terms of gender, 56% of men and 46% of women believe that a simple yes vote is enough. Almost two thirds of those with a higher education believe that the popular majority is sufficient. Among respondents with a compulsory school-leaving certificate or intermediate education, the figure is 44%.
Parliamentary deliberations in 2026
The Federal Council intends to adopt the dispatch to Parliament in the first quarter of 2026. Parliamentary deliberations will then begin. Parliament will decide whether a majority of the people (majority of those voting) is sufficient to approve the treaty or whether a majority of the cantons (majority of the cantons) must also be achieved.
A referendum will be held in 2027 at the earliest. The treaty package will enter into force from 2028 at the earliest, depending on the parliamentary decision and the outcome of the referendum.
The negotiations were concluded in 2024. In June, the Federal Council approved the texts of the agreement negotiated with the EU. It opened the consultation process at the time, which ended on Friday. The package of agreements is intended to stabilize and further develop Switzerland's relations with the EU.
For the survey, 1002 people in German-speaking and French-speaking Switzerland were questioned. The survey period was from October 16 to 26. The statistical margin of error of the survey is plus/minus 3.1 percentage points.
