The canton of Fribourg wants to support stakeholders from the judiciary, administration and civil society in monitoring particularly critical cases of domestic violence. It is doing this with guidelines and standardized training on risk assessment.

Following the homicide of a woman in Epagny FR in April 2025, the canton of Fribourg formed a working group. This examined the current practice and identified a need for action in the monitoring of particularly critical cases.

On the one hand, there was a lack of a common language when analyzing cases, as the Fribourg public prosecutor's office wrote in a press release on Monday. On the other hand, information was not shared systematically enough. Some players also lacked experience in risk assessment.

The working group has drawn up guidelines to counteract these difficulties. When exchanging information in particularly critical cases, the guidelines provide for a procedure for informing the public prosecutor's office.
