China has introduced new export controls for rare earth technologies. The measure is effective immediately, as announced by the Ministry of Commerce on Thursday.

According to the ministry, technologies for the extraction, processing and maintenance of production facilities for rare earths are affected. Companies outside of China that export products or technologies of Chinese origin will also be subject to restrictions in future. Exports with a military purpose are to be generally prohibited. Exporters will also be subject to a licensing requirement.
Beijing justified the move with security concerns. Some foreign organizations had used controlled materials or products of Chinese origin in sensitive areas such as the military, which posed a potential threat to national security, a ministry spokesperson explained.
Largest producer
Rare earths are essential for industries such as electronics, electromobility, energy and defense. With around a third of the world's reserves, China is the largest producer and processes the majority of global mining volumes. This dominance gives the country considerable influence in trade disputes with the USA and Europe.
Since April, certain exports have been subject to a licensing system that has led to bottlenecks worldwide. Although the EU announced an improved export mechanism agreement with China in the summer, according to the EU Chamber of Commerce in Beijing, many companies are still complaining about restricted access to the coveted materials.
