The city of Lucerne wants to exert more influence on the housing market. It is to secure a right of first refusal and acquire properties, set up a housing foundation and grant loans to housing cooperatives.

The city government presented its new housing policy to the media on Friday. These are counter-proposals to two popular initiatives. An additional boost is needed to maintain and create affordable housing, said building director Korintha Bärtsch (Greens).
The city council wants to endow the planned foundation with capital of CHF 70 million so that it can provide 500 non-profit apartments by 2048. A further 600 apartments are to be built by then, either by the city itself or thanks to loans to housing cooperatives. With these additional 1,100 apartments, the city government aims to increase the proportion of non-profit apartments to 18 percent by 2048.
