Conscripts should not be able to choose freely between service in the army and civilian service. The responsible committee of the National Council supports the Federal Council's proposals to make it more difficult to switch from the army to civilian service.

The majority of the National Council's Security Policy Committee (SIK-N) supports the six measures proposed by the Federal Council, as reported by the parliamentary services on Tuesday. Motions to delete the six individual measures were all rejected by 16 votes to 9.

The majority also did not want to hear any motions to reject the proposal or to refer it back to the Federal Council. A minority wanted to demand a revised draft. The SIK-N said no to both by 16 votes to 9.

The majority wants the civilian service to return to its original purpose as a special solution for people in exceptional circumstances. The minority is of the opinion that higher hurdles for civilian service will not solve the army's personnel problem.
