The Council of Europe has noted improvements in Switzerland's climate protection. The Committee of Ministers of the Strasbourg-based organization of states is calling for further reporting from Switzerland. The Committee would like to discuss this again in September 2025.

The Committee of Ministers notes that progress has been made at federal level, in particular with the introduction of the CO2 Act, the Electricity Supply Act and an ordinance on climate protection, as was reported in a decision by the Committee on Friday. It is also following the planned measures at federal and cantonal level with interest.
The Committee of Ministers is the decision-making body of the Council of Europe, as can be seen on the institution's website. It consists of the foreign ministers of the member states.
Committee wants information on measures
The Committee called on the authorities to provide additional information on the implementation measures. Switzerland should also demonstrate that its legislation complies with the requirements of the Convention and is based on a quantification of the national limitation of greenhouse gas emissions.
Furthermore, the committee should be informed about concrete measures that mitigate the "most severe or imminent" effects of climate change in Switzerland. In particular, the protection needs of particularly vulnerable people should be addressed.
In April 2024, the European Court of Human Rights (ECtHR), a body of the Council of Europe, ruled on an application by the Climate Seniors Association. It found a violation of the European Convention on Human Rights (ECHR). According to the Court, it is a state's obligation to protect its citizens from the consequences of the climate crisis.
