The Federal Council wants to make it more difficult to enlist for civilian service. The aim is to reduce the number of people doing civilian service to 4000 per year. With six measures, it wants to comply with the constitutional requirement that there is no freedom of choice between military and civilian service.

On Wednesday, the national government passed the dispatch to the federal parliament. The reason for the amendment to the Civilian Service Act is the high number of registrations for alternative civilian service. In 2023, 6754 conscripts performed alternative civilian service, compared to 6088 in 2019, according to the Federal Council.

The number of applications from military personnel who have completed recruit school, specialists and cadres is particularly problematic.

The bill therefore tightens the requirements for applicants who have already completed a considerable amount of military service. They must complete at least 150 days of civilian service. The factor of 1.5 days of civilian service for one day of military service should also apply to cadres.
