The digitalization of the first pillar - which includes the AHV - is a political wish, but implementation is struggling. The Swiss Federal Audit Office sees the reason for this in the fragmented structures and lack of coordination between those involved.

The Federal Social Insurance Office (FSIO) has created a basis that includes both legal adjustments and the introduction of new digital processes and services. This is what the Swiss Federal Audit Office (SFAO) wrote in its report on Wednesday.

While the FSIO wants digital control instruments, the implementing agencies see this as a threat to their autonomy and fear excessive centralization. There is talk of a "profound rift" between the two sides.

The Swiss Federal Audit Office recommends jointly defining binding responsibilities, decision-making channels and implementation. The FSIO cites online access to insurance data and benefits as the main goal of digitization. The implementing bodies, on the other hand, criticize that certain conclusions in the report "do not really" reflect reality.
