The Azerbaijani government is speaking publicly for the first time about the use of weapons against the passenger plane that crashed in Kazakhstan. "The investigation will clarify what kind of weapon was used to inflict the impact from outside," said Transport Minister Rashad Nabiyev in Baku, according to the Azerbaijani state news agency Azertag.

Damage to the wreckage and witness statements suggested that the plane had been damaged from the outside. This had happened over the original destination airport of Grozny in Russia. "According to this, there was a sound of an explosion outside and then the plane was hit by something."

At the time on Wednesday morning when the plane was damaged, Russian air defenses were fighting Ukrainian drones in the region. Nabiyev did not say who the government believes fired. The plane with 67 people on board later crashed near the city of Aktau in Kazakhstan. There were 38 fatalities.
