The EU countries want to spend significantly less in the coming budget year than proposed by the European Commission. The ambassadors of the states agreed in Brussels that 191.53 billion euros should be planned for next year's budget, according to a communication from the countries. According to the EU Commission, the 2025 budget should comprise 199.7 billion euros.

Overall, the countries are pursuing a cautious approach, it said. It is important that the budget for 2025 continues to express the EU's solidarity with the Ukrainian people and responds to the crises involved.
The position still needs to be formally defined and will then form the basis for negotiations with the European Parliament on the 2025 budget. Last year, the federal states and Parliament agreed on 189.4 billion euros for the 2024 budget.
The plan for 2025 will be the fifth under the so-called Multiannual Financial Framework (MFF) for the period 2021-2027. The EU budget comprises around 1.1 trillion euros. As the Union's largest net contributor, Germany contributes almost a quarter of the funds. The German government generally emphasizes that Germany also benefits more from the EU single market than any other European economy.
