Following Hungary's Prime Minister Viktor Orban's announcement of a blockade on possible aid for Ukraine, EU Council President António Costa is sticking to long-term security guarantees for Kiev. "The EU should also prepare to engage in discussions to achieve a just and lasting peace," Costa wrote in a letter to Orban, which was obtained by Deutsche Presse-Agentur. "In addition, we will have to contribute to ensuring strong security guarantees for Ukraine in order for peace to last." He assumed that the 27 EU states could coordinate accordingly.

Orban threatens to block the EU special summit
Hungary's Prime Minister announced on Saturday that he intended to block new support efforts for Ukraine. In a letter to Costa, Orban wrote that he could not agree to a joint declaration by the EU heads of state and government at a special summit on Thursday. There are "strategic differences in our approach to Ukraine that cannot be bridged by drafts or communication". The EU should follow the example of the USA and hold direct talks with Russia on a ceasefire and an agreement in Ukraine.
Far-reaching decisions must be taken unanimously in the EU. Orban had already blocked new aid for Ukraine several times in the past.
