Chancellor Friedrich Merz and numerous other European heads of state and government are in favor of a multinational force to secure a possible ceasefire in Ukraine. The force, led by Europe and supported by the USA, would support the Ukrainian armed forces and ensure the security of airspace and the seas, according to a joint declaration adopted in the evening at Merz's meeting with the Europeans in Berlin. This should be done "also through operations within Ukraine", it continues explicitly.

Russia has so far categorically rejected the deployment of troops to monitor a ceasefire and has stated that troops from NATO states are clearly seen as a military target and will be destroyed.
In addition to Merz, the declaration was signed by his colleagues from France, Great Britain, Poland, Italy, Denmark, Finland, the Netherlands, Norway and Sweden, as well as by EU Council President António Costa and EU Commission President Ursula von der Leyen.
Delegations from the USA and Ukraine had been negotiating the modalities for a ceasefire in the Chancellery since Sunday. Merz had called together European heads of state and government for the evening to discuss the next steps. Ukrainian President Volodymyr Selenskyj and representatives of the US negotiating delegation also took part in the evening meeting at the Chancellery.
