Ukraine has not yet sent the draft peace plan, which was revised with the help of European allies, to the USA. "We are working at the level of our advisors, today and tomorrow. I think we will hand it over tomorrow," Ukrainian President Volodymyr Zelensky told journalists, as reported by the public broadcaster Suspilne in the evening. There is a framework document consisting of 20 points, "which is constantly being amended", a document on security guarantees and a third document on reconstruction. "This will come into effect when the war ends or a ceasefire is reached," said Selensky.

At the same time, the President denied Russia any desire for peace. "As far as Russia is concerned, we only see their attacks. Attacks on energy facilities. People are without electricity," said the head of state. These attacks on critical infrastructure prove that Russia is not interested in the peace process.
At the end of November, Washington presented Kiev with a 28-point peace plan. Components such as a complete withdrawal from the eastern Ukrainian regions of Donetsk and Luhansk or an amnesty for war crimes are rejected by the Ukrainian leadership. Ukraine has been defending itself against a Russian invasion for almost four years.
