A three-stage plan was drawn up in the Qatari capital Doha. The Israeli TV station N12 reported that they are currently waiting for the reaction of the Islamist Hamas. There was initially no official confirmation of the reports.
The indirect negotiations in Doha between Israel and the terrorist organization Hamas, in which Egypt and the USA are mediating alongside Qatar, include the release of Palestinian prisoners in return for the hostages and the withdrawal of Israeli troops.
The agreement that has now been drawn up is reportedly based on a ceasefire plan presented by US President Joe Biden in May last year. N12 reported that in a first phase, more than 30 "humanitarian cases" among the hostages were to be released and only then young men and soldiers. The third phase envisages the reconstruction of the largely destroyed Gaza Strip and an alternative government for the coastal strip. Hopes for a final agreement in the tough negotiations have been repeatedly dashed so far.
