During a visit to Ukraine, EU High Representative for Foreign Affairs Kaja Kallas appealed to the USA to consider new sanctions against Russia.

"We would be much stronger if we stood united and exerted joint pressure on Russia," she said during the trip with EU foreign ministers to mark the fourth anniversary of the liberation of Butsha. Ukraine must not be allowed to fade into the background in the face of the war with Iran, said Kallas.

In March 2022, the Ukrainian army found hundreds of civilians dead in the small town of Butsha, north-west of Kiev, who, according to investigators, had been murdered by Russian soldiers. This was proof of what was happening under Russian occupation, said Kallas on the sidelines of a memorial service in Butsha.

Kallas: It's not just about territory, it's about people

"Anyone who says that territory should simply be ceded fails to realize that it is not just about land, but about people," she said with regard to US demands that Ukraine should compromise on territorial issues in peace negotiations. In occupied territories, people were being killed and tortured and their culture was being suppressed.

Ukrainian Foreign Minister Andrij Sybiha said in Butscha that an effective negotiation process to end the war would be inconceivable without European participation. "We belong together with Europe and always coordinate our position with Europe. Ukraine is part of Europe."
