"All this militarization is mainly directed against Russia," Kremlin spokesman Dmitry Peskov told the Russian news agency Interfax after the EU summit the previous day.
The EU's course is potentially a cause for concern for Russia, which is why the country itself must take steps for its own security, he said.
The EU heads of state and government had declared a massive arms build-up at a crisis meeting in response to the change of course in US foreign policy under President Donald Trump.
One basis for the discussions was a plan presented by the EU Commission at the beginning of the week called "ReArm Europe". The aim is to mobilize a total of almost 800 billion euros with several measures.
Following an unprecedented rift between US President Donald Trump and Ukrainian President Volodymyr Zelenskyi, the USA suspended its arms aid to Kiev, among other things.
Russia has been waging war against Ukraine for more than three years, which the EU also sees as a threat to its security.
