The Vaud State Councillor Valérie Dittli is criticized in a report by the Grand Council. It reveals "inadequate management, mistrust of the administration and insufficiently justified decisions".
These problems had "weakened the institutional functioning and affected the staff", according to the delegation of the supervisory authorities that carried out the investigation into the problems within the Finance Department, which was previously headed by Dittli.
This delegation was set up in March to obtain clarity on another report by independent expert Jean Studer. This report had also found several irregularities within the Vaud tax authorities.
The delegation describes a State Councillor who was "inadequately prepared" for such tasks, as well as communication problems and "inappropriate" or even "illegal demands".
