According to the Conference for Child and Adult Protection (Kokes), the potential of private guardians for adults has not yet been fully exploited in all cantons. Professional guardianships could be relieved if private guardians were used for lighter cases.
According to Kokes statistics for 2023, the proportion of private guardians for adults varies between 21% and 67% depending on the canton. At the lower end of the scale were Aargau, Basel-Stadt (21% each) and Zurich (24%). The proportion was highest in the cantons of Neuchâtel (67%), Appenzell-Innerrhoden (57%) and Obwalden (48%).
In its recommendations published on Friday, Kokes asked the cantons to review the current practice of selecting a guardian and to adapt it if necessary. There is a particular need for action in cantons with a rather low proportion of private guardians. This is because private guardians help to ensure that not all human assistance has to be delegated to institutions.
