Russian President Vladimir Putin has proposed placing Ukraine, which he has attacked, under the administration of the United Nations in order to hold elections.

"Such a practice exists and in principle, of course, the possibility of a temporary UN administration can be discussed with the USA, the European states and - of course - also with our partners and friends," Putin said during a conversation with sailors from a nuclear submarine. The aim was to hold democratic elections in which a viable government for a peace agreement would come to power.
"With this government, we will then begin negotiations on a peace treaty, sign legitimate documents that are recognized worldwide and are secure and stable," said Putin.
The demand for a foreign administration for Ukraine serves two of the Kremlin's argumentation patterns. Firstly, Moscow claims that Ukraine is a failed state in which national socialist groups have seized power. The second thesis is that Ukrainian President Volodymyr Zelenskyi no longer has a mandate after his term of office expired last year. According to Ukrainian lawyers, however, the extension of his powers is covered by martial law. He is also still internationally recognized as president - also because new elections in the country are not feasible due to the occupation of large areas by Russia.
Putin: Diplomacy not at any price, Russia will also win this way
Putin once again emphasized that Russia prefers a peaceful solution - "but not at our expense". He was prepared to negotiate - also with the Europeans. However, Russia would not allow itself to be cheated.
In military terms, the Kremlin leader was once again confident of victory. The Russian armed forces had already conquered 99 percent of the Luhansk region and more than 70 percent each of the Donetsk, Kherson and Zaporizhzhya regions, which were also annexed by Moscow. The Ukrainian troops were on the verge of total defeat, Putin claimed "There is reason to believe that we will give them the coup de grace."
