On September 28, the Swiss electorate will vote on two proposals, namely the federal law on electronic proof of identity and other electronic evidence and on cantonal property taxes on second homes.

This was decided by the cantonal government, as announced on Wednesday. With the electronic proof of identification (e-ID), the Federal Council and Parliament want to enable Swiss residents to prove their identity online by means of digital proof.
This should simplify online purchases or certain contacts with the authorities, for example. A referendum has been held against the e-ID Act, which was approved by Parliament at the end of 2024. A committee as well as the "Friends of the Constitution" and "Mass-Voll" movements and the Pirate Party brought it about.
The federal decree on cantonal property taxes on second homes is intended to enable the cantons to compensate for the loss of revenue resulting from the abolition of the imputed rental value. The new property tax is subject to a mandatory referendum.
At the end of last year, the Swiss parliament decided to abolish the imputed rental value for owner-occupied primary and secondary properties.
Rhaeto-Romanic ballot papers
At the referendum on September 28, ballot papers with a question in Romansh will be available for the first time, as the Federal Council also announced. At the request of the Graubünden government, the Confederation will in future produce trilingual ballot papers (German, Romansh and Italian), as already used for cantonal votes in the canton of Graubünden.
