The text states that in future it will be the "policy of the United States" to no longer support, fund or promote such procedures. The text describes such treatments as "chemical and surgical mutilation".
The Trump administration wants state insurance programs to exclude gender reassignment treatments for people under the age of 19 in future. Hospitals and universities that receive federal funding would also have to stop such procedures. The Ministry of Justice has been instructed to initiate measures to implement the decree. It can be assumed that it will be legally challenged.
Recognized guidelines: "pseudo-science"
Trans people or transgender people are people who do not feel they belong to the gender they were assigned at birth. Gender reassignment treatments for minors are extremely rare in the USA and are already subject to strict medical and legal requirements. In most cases, access is not possible without parental consent.
The medical guidelines of the World Professional Association for Transgender Health (WPATH) - an internationally recognized professional organization of doctors, psychologists and researchers - were devalued as "junk science" in the decree. Federal authorities were instructed to distance themselves from it.
Trump had previously signed several decrees restricting the rights of trans people. For example, one decree could effectively lead to the exclusion of transgender people from the armed forces. It was also stipulated that in future, US policy will be based on the assumption that there are only two genders - "male and female". Official documents such as passports and visas should therefore once again indicate the "correct biological sex".
