According to an opinion by the International Court of Justice, Israel must allow sufficient humanitarian aid into the Gaza Strip and also cooperate with the UN Relief and Works Agency for Palestinians (UNRWA). As an occupying power, Israel is obliged to care for the population, according to a legal opinion by the UN's highest court in The Hague. The opinion is not binding.

Israel has prohibited UNRWA from working in the Gaza Strip since January.

From March to May, Israel had generally stopped allowing aid supplies into the Gaza Strip. Since the fragile ceasefire on October 10, Israel has once again allowed shipments into the sealed-off coastal area. According to the United Nations, however, this is not nearly enough to supply the suffering population.
