Alongside Silvaplana and Madulain, Zuoz GR has also rejected the 51 million franc loan for the Upper Engadine Hospital. This means that a new service contract no longer has a chance.

With the three municipalities' "no" vote on Tuesday evening, the proposal is now definitely off the table. A new service agreement would have required a yes vote from each of the eleven local municipalities (Bever, Celerina/Schlarigna, La Punt Chamues-ch, Madulain, Pontresina, Samedan, S-chanf, Sils i.E./Segl, Silvaplana, St. Moritz and Zuoz).
"We have to ask ourselves: are we repairing the old or creating something new?" said Zuoz mayor Romeo Cusini (FDP) on Tuesday evening. The loan was criticized because the hospital-operating Stiftung Gesundheitsversorgung Oberengadin (SGO) did not provide enough transparent information about the use of the money in the eyes of many voters.
"A difficult moment"
However, the loan was also well received. Some of the municipalities of Bever, Celerina, Pontresina, S-chanf and Sils clearly said yes to the high additional expenditure. However, their yes vote no longer has any influence.
This is a difficult moment, said Selina Nicolay, President of the SGO Foundation Board and Mayor of Bever, after the result was announced. The new service contract will not be awarded and the operator of the second-largest hospital in Graubünden will probably apply for a debt-restructuring moratorium. This was already prepared before the vote due to the critical initial situation.
