According to US Secretary of State Marco Rubio, long-term peace in the Gaza Strip is only possible if terrorist groups are disarmed. The Republican said on the TV program "Meet the Press" on NBC News that the top priority was the release of the hostages. At the same time, the longer term was being pursued and it was about how to disarm every terrorist group that builds tunnels and carries out attacks against Israel.

It is also about the formation of a technocratic leadership in the Gaza Strip without Hamas members. The US Secretary of State said of these longer-term goals: "This will be difficult, but it is crucial, because without it there will be no lasting peace. You may get the hostages back, you may get a cessation of hostilities, but in the long term it will all happen again."
Islamist Hamas agreed to parts of US President Donald Trump's peace plan on Friday, but did not explicitly accept the demanded laying down of arms. The plan provides for this: Once all hostages are released, Hamas members who commit to peaceful coexistence and to laying down their weapons will be granted amnesty, according to the plan.
