Ukrainian President Volodymyr Zelensky has accused Russia of deliberately waging war against cities and other civilian facilities. In the past 24 hours alone, the Russian military had launched attacks on the cities of Kryvyi Rih and Kharkiv as well as a power plant in Kherson - despite an agreement to protect energy facilities, Zelensky said in his evening video address. "All Russian promises end with missiles and drones, bombs or artillery," he added.

In the latest attack on Kryvyi Rih, which left at least 14 dead, a rocket hit a residential area near a children's playground. Six children were among the victims. In Kharkiv, meanwhile, recovery work is still underway following night-time Russian drone attacks that left five dead and 34 injured. The hit with a camera-controlled drone at a power plant could also not be a coincidence - "the Russians know that this is an energy plant and that these plants must be protected from any attacks in accordance with Russia's promises to the American side", he accused Russia.

US President Donald Trump and Kremlin leader Vladimir Putin had agreed on a moratorium on strikes against energy facilities as a minimum consensus during a telephone call - Putin rejected a complete ceasefire. Kiev later agreed to this. Since then, both sides have repeatedly accused each other of failing to uphold the agreement. Selensky once again asked the USA for consequences.

In his video message, Zelensky also referred to a meeting between Ukrainian military officials and representatives of France and the UK. Details on the deployment of their security contingents were discussed. The President praised the tangible progress made towards security guarantees for Ukraine. Paris and London are leading a "coalition of the willing" that aims to secure a possible peace in Ukraine. Russia strictly rejects the deployment of European troops in the country it is attacking as a threat to its own security.
