On the 30th anniversary of the Budapest Memorandum, Ukrainian President Volodymyr Zelensky recalled the failure of the security agreement and called for effective guarantees. "Everyone in the world knows that the mere signature of a state, any assurances or promises are not sufficient as security," said Selensky in his evening video message. In 1994, Ukraine, together with Kazakhstan and Belarus, pledged in Budapest to hand over its nuclear weapons to Russia. In return, the country received security guarantees - including from Moscow.

These security guarantees were ineffective, said Selensky, referring to the war of aggression unleashed by Russia. Ukraine therefore needs effective guarantees for real peace. "That means a real alliance and a realistic security foundation in the country." In concrete terms, this means weapons and cohesion in order to be able to defend itself in an emergency.

Selensky would like to bring his country under the NATO umbrella quickly so that it would be protected from renewed Russian aggression in the event of a ceasefire.

As a precondition for peace negotiations, Russia is not only demanding that Ukraine cede territory, but also that it renounce its NATO membership and have its own powerful army. Kiev thus sees itself helplessly at the mercy of further Russian attacks in the future.
