The city of Lucerne wants to drive forward the development of the Kleinmattstrasse and Bireggstrasse area by means of a dialog process. In the future, the fire station and Neubad site is to become a residential area for different lifestyles.

The aim of the dialog process is to determine what the area will look like in the future, as announced by the city of Lucerne on Tuesday. Participants in the dialog process must consider what will happen to the existing buildings. The topics to be discussed include the complete or partial preservation as well as the new construction of buildings and parts of buildings.

The dialog process starts with a kick-off forum on October 26. Two planning teams will analyze the area, identify possible solutions and present a target image. The considerations will then be further developed with a monitoring committee consisting of political representatives, experts and stakeholders. The monitoring committee will then draw up recommendations for the city council with regard to the target image.

The population will also be involved in the dialog process. Three dialog phases are planned. Interested parties can register at www.dialogluzern.ch, but must commit to taking part in all three phases.

In the first half of 2026, the City Council intends to submit a planning report to the Grand City Council on how to proceed. A legally binding building permit for the further development of the municipal properties should be available by 2032 at the latest.
