The Council of States is against a 13th IV pension for recipients of supplementary benefits. On Wednesday, it rejected a motion from its Social Security and Health Committee calling for this. It is therefore off the table.

A narrow majority of the committee had argued that following the vote of the people and cantons in favor of the 13th AHV pension, AHV recipients with supplementary benefits (EL) were better off than IV recipients with EL.

The former would receive a "thirteenth" with the new constitutional article, which should not affect their supplementary benefits, while the latter would not. This is objectionable and must be rectified.

However, a majority of the Council of States now shared the argument of the Federal Council, which said that accepting the motion would only create new inequalities. It would also result in high additional costs.
