The federal budget relief package presented by the President of the Swiss Confederation and Finance Minister Karin Keller-Sutter had a difficult time in the Council of States.

For a total of eleven hours on Wednesday and Thursday, the Council of States debated the medium-term restructuring of the federal budget, at times emotionally. The small chamber cut the package proposed by the Federal Council by more than a third.

The federal government is proposing savings of CHF 8.543 billion between 2027 and 2029 to compensate for the additional expenditure decided on for the army, AHV and other projects. In the run-up to the debate, the Finance Committee of the Council of States (FK-S) decided to reduce the relief package by CHF 1.927 billion to CHF 6.616 billion.
The small chamber cut the bill even further. In the end, it decided on measures with a savings volume of CHF 5.558 billion - one billion less than its committee and almost three billion less than the Federal Council. In other words, over the financial planning years 2027, 2028 and 2029, it is foregoing over a third of the original package.
