The Swiss parliament does not want to implement the tobacco advertising ban initiative word for word. Following the National Council, the Council of States has also approved an implementation law that strives for a middle ground between a very liberal stance and a total ban on advertising.

As part of the corresponding partial revision of the Tobacco Products Act, the small chamber resolved all remaining differences with the National Council on Wednesday. The bill is now ready for the final vote.
The bill is intended to implement the popular initiative "Children and young people without tobacco advertising", which was approved by the people and cantons in February 2022. The initiative demands that "any form of tobacco advertising that is accessible to children should be banned".
After the upper chamber rejected the bill in its first consultation at the beginning of 2024, the Council of States insisted on several exemptions in the law last fall. Most recently, the National Council agreed to several compromise proposals in the spring session. Now the lower chamber has done the same.
