Healthcare networks will not become new service providers. The Council of States has taken the same line as the National Council when discussing the second package to reduce healthcare costs.

The small chamber made its decision on Tuesday without a countermotion. Due to differences on other points, the matter will return to the National Council.
The federal government saw the introduction of such networks as having the potential to save around CHF 250 million per year. However, the National Council had already spoken out against the model twice before the debate in the Council of States. The small chamber was originally in favor.
In total, there were still nine differences before the debate. These included the structure of the review of the effectiveness of medicines and details on how quickly medicines must be reimbursed after approval. On several points, the Council of States resolved differences or spoke out in favor of compromise proposals.
