Tobacco advertising National Council moves closer to small chamber on tobacco advertising ban

The National Council has aligned itself with the Council of States on certain points as part of the implementation of the popular initiative "Children and young people without tobacco advertising", which was adopted in 2022. A motion to refer the bill back to the Federal Council failed in the Council.

In doing so, the National Council on Monday followed the lead of its pre-advisory Committee for Social Security and Health (SGK-N), which had proposed aligning itself with the Council of States on several resolutions.

On the one hand, the Council voted against an SVP minority that wanted to exempt "references to sales promotion or sponsorship" for tobacco products from the advertising ban, entirely in line with the small chamber. The Council also followed the Council of States regarding a ban on advertising for tobacco products where the latter is visible or accessible to minors.

The National Council also does not want to ban tobacco advertising in press publications if at least 98% of their readership consists of adults and the advertising only appears in the inside section of the respective publication. In this respect, the large chamber followed the majority of its SGK, which submitted a compromise proposal to the Council of States. Like the Federal Council, the small chamber wanted to ban advertising in press products in general.

The National Council did not vote on the first block on the revision of the Tobacco Products Act (TabPG) due to time constraints. The debate will continue on March 13. Either way, the Council of States will also have to vote on the bill again.
