At its meeting on Monday, the Lucerne Cantonal Council swore in
- Nadine Koller-Felder (FDP) was sworn in as a new member of the Cantonal Council. She succeeds Rolf Born, who has stepped down.
-Elin Elmiger (SP) was sworn in as a new member of the Cantonal Council. She succeeds Melanie Setz, who has been elected to the Lucerne City Council.
- Marcel Lingg (SVP) is sworn in as a new member of the Cantonal Council. He succeeds Dieter Haller, who has resigned.
- One of eleven motions submitted as urgent was declared urgent. It concerns conditional profit sharing in the case of Covid hardship payments. The motion will be dealt with on Tuesday.
- The Council confirmed the tax exemption for assistance dogs at second reading. The Council decided that a tax will continue to be payable on livestock guarding dogs. The partial revision of the law on the keeping of dogs was approved by 109 votes to 0.
- spoke out in favor of the introduction of the principle of public access in the cantonal administration and approved a corresponding bill by 100 votes to 10 after the first reading.
- rejected the constitutional initiative "Yes to the voting age of 16!" by 59 votes to 51. In the final vote, the Cantonal Council approved the bill recommending that voters reject the initiative by 63 votes to 48.
- unanimously approved a loan of CHF 16.9 million for the renovation of the cantonal road in Alberswil.
- approved a loan of CHF 8.2 million for flood protection on the Kleine Emmen between Schachen and Malters by 96 votes to 0. The loss of cultivated land was discussed. The Council rejected a referral motion from the SVP by 72 votes to 24.
- took note of the 2023 annual report of the Lucerne University of Teacher Education.
- took note of the 2023 Annual Report of the University of Lucerne.
- dissolved the special commission for finding locations for important cantonal institutions in the city of Lucerne. This concerned the locations for the cantonal courts and museums.
- a motion by Karin Stadelmann (center) calling for a state initiative for national parental leave was rejected by 71 votes to 29.
- a motion by Urs Christian Schumacher (SVP) calling for a citizens' initiative against an amendment to the WHO was rejected by 65 votes to 18.
- a motion by Urs Christian Schumacher (SVP) was partially transferred as a postulate by 73 votes to 20. Schumacher called for a cantonal register of mRNA vaccine injuries. As the canton is not responsible for this, the cantonal government should now raise awareness of the issue with the relevant authorities.
