The Ticino cantonal parliament has corrected a reduction approved in December. On Monday, parliament approved a centrist initiative by 45 votes in favour and 39 against. This provides for premium reductions not to be cut by CHF 10 million.

The reason for the initiative is the fact that the Swiss National Bank (SNB) will distribute a profit share of around CHF 80 million to the canton of Ticino. This was not yet known at the time of the vote during the budget debate last December, as the initiators of the Ticino Center Party point out. The SNB's distribution would change the canton's financial situation.

SP submits referendum

Assuming a 6 percent increase in premiums, the cut would have meant that around 2,700 people in Ticino would no longer have received a premium reduction. This led to heated debates in the canton. The SP had already announced a referendum before the vote in December and submitted it on February 14.

In 2025, health insurance premiums in Ticino rose by 10.5 percent. This makes the canton the front-runner in Switzerland.

The head of the Ticino Department of Health, Raffaele De Rosa, assumes that this year's increase in premiums will also mean that more people will need a health insurance reduction. Last year, almost one in three people in Ticino received a premium reduction, a total of 110,000 people.
