Parliament unanimously approved the loans in the final vote. However, the conservative majority cut the loans by a total of almost 900,000 francs at the request of the preliminary advisory committee - against the wishes of the cantonal government.

The canton had recognized the great potential danger, it was said during the debate in the Grand Council. The former hobby hackers had become professional offenders. The canton is a popular target. However, personal data must be well protected.

The rapid change towards an information society and digitalization harbour unforeseen opportunities, but also considerable risks, as the government council wrote in its message.

The increasing dependence on information and communication technology (ICT) also makes the canton of Aargau more vulnerable to failures, disruptions and misuse of these technologies.
