The City of Schaffhausen wants to clarify in court whether it may continue to draw up a global budget for the municipal works. The city council announced on Tuesday that there is legal uncertainty following a notice from the cantonal government.

The cantonal government had received an appeal against the 2024 budget of the municipality of Schaffhausen: The global budget with performance mandate of the municipal works SH Power violated the provisions of the Financial Budget Act, voters criticized.

The cantonal government did not respond to this complaint as it was received late. However, it nevertheless pointed out at the end of May that the complaint would "probably have been approved" if it had been received on time.

This information is now unsettling the city council. In its press release, it states that it had previously relied on a ruling from the canton's Department of Economic Affairs, which explicitly allows the management of separate accounts with a global budget.

With a view to the next budget debate, the city council now wants to create legal certainty and clarify various open questions. It has therefore filed an administrative appeal.
