The Canton of Zurich's 2025 budget envisages a small deficit of CHF 37 million with expenditure of CHF 19.7 billion. In the medium term, the cantonal government wants to save on investments to prevent debt from growing too much.

In order to finance the many investments, the canton had to take on an additional CHF 359 million in debt in 2023 for the first time in eight years, as announced by the Zurich Department of Finance on Friday.
The cantonal government has now prioritized all investments. Investments of CHF 5.1 billion are now planned up to 2028. Although this means that new debt cannot be avoided, the increase in debt has been reduced by half to CHF 1.5 billion compared to the previous plan.
The 2025 budget, which will be submitted to the Cantonal Council, assumes an increase in expenditure from CHF 18.9 billion to CHF 19.7 billion compared to the 2024 budget. Revenue is expected to increase from CHF 18.7 billion to CHF 19.7 billion. The tax rate is only set every two years.
