Fewer disincentives and a lower premium burden: these are the main points made by supporters of single-source financing for all healthcare services. On Tuesday, the Yes committee launched the referendum campaign for November 24.

The proposal for the uniform financing of outpatient and inpatient services (Efas) stipulates that cantons and health insurance companies should always share the costs of healthcare services equally: Up to 73.1 percent should be paid by the health insurance funds from premium money, and at least 26.9 percent by the cantons.

The non-partisan Yes committee argues that this puts all stakeholders on the same boat. "Joint financing means a shared interest in the overall costs."

The trend towards more outpatient procedures is currently reflected in health insurance premiums because the insurance companies have to finance treatments without hospitalization alone. Increased outpatient treatment could save billions. In long-term care, the bill would bring beneficial standardization.
