The canton of Bern wants to create the planning conditions in its structure plan to promote the production of electricity from wind and solar energy. Businesses should also be able to expand their operations more easily in future. The changes to the structure plan will be submitted for consultation by November.

The canton of Bern reviews its structure plan every two years and updates it. The canton uses the structure plan to control spatial development.
As part of the current revision, the canton of Bern is taking account of the latest developments at federal level. In June, the Swiss people voted in favor of the so-called "Mantelerlass" for a secure electricity supply.
The blanket decree instructs the cantons to designate areas in the structure plan for solar installations of national interest. The cantonal government is now defining this mandate and the procedure, as outlined in a press release on Monday.
The cantonal government is also definitively designating five wind energy areas for which regional plans have already been approved. Finally, the cantonal government wants the municipalities to take climate neutrality into account when coordinating their energy supply with local planning. To this end, it assures them of technical support.
More flexibility for the economy
With strategic work zones, the canton provides contiguous areas for the economy. Minor adjustments are intended to create more flexibility, for example with regard to the size and number of businesses. Existing businesses should be able to expand their premises more easily.
In addition to these two focal points, the canton is making 17 other adjustments to the structure plan, for example for public transport on cantonal roads and cycle routes. This concerns, for example, the planning around Biel/Bienne railroad station.
In addition, various mining and landfill sites are to be anchored in the structure plan. The Sense watercourse master plan for its lower reaches will also be included.
The changes to the structure plan will be subject to public consultation from August 26 to November 25. The e-participation internet application is available for interested parties.
