The lawyer had been a member of the cantonal council for the FDP since 1972 when he was elected to the St. Gallen government in 1992. Walter Kägi immediately achieved the third-best result of all candidates.

He then took over the building department, which he held until his resignation at the end of the 2000 legislature. In 1994/1995 and 1999/2000, he was President of the St. Gallen cantonal government.

Kägi was always committed to sport, including as President of the Swiss Rowing Association. From 2000 to 2005, he was President of Swiss Olympic, the umbrella organization of Swiss sport.
