The investigation report by an external company has exonerated Spitex Obwalden. It assesses the association as "well organized" and "well managed". However, it identified deficits and differing expectations in the corporate culture.

This was also the trigger for the dismissals and the accusations from employees, the Obwalden government announced in a press release on Tuesday. There is a need for further optimization in the area of strategic development and in cooperation with the authorities.

Apart from this, no particular anomalies were identified in terms of labor law, according to the statement. Spitex has a "pronounced awareness of costs and efficiency" and is "forward-looking" in its operations. The security of outpatient care was also guaranteed.

The investigation report proposes measures for further action. The canton, municipalities and Spitex are currently examining these. The focus is on topics such as the management of Spitex, conflict management systems, security of care, governance and structures.

Initiating "cultural transformation"

According to Cantonal Councillor Christoph Amstad, the aim is to "initiate a cultural transformation" that is conducive to a modern, forward-looking and public Spitex organization, as he was quoted in the press release. In addition, mutual trust must be strengthened again.

For the investigation report, 40 interviews were conducted with current and former employees as well as various people involved. The report was triggered by allegations made against the management and board of Spitex that became public at the end of 2023. These expressed dissatisfaction with the management and also criticized operational processes.

In 2007, the six existing Spitex organizations in the canton of Obwalden were merged to form the private-law association Spitex Obwalden. Spitex is obliged to fulfill the basic care mandate and may not refuse any patients. In return, it receives a flat-rate contribution from the canton towards the basic services that are not dependent on performance as well as a contribution for each hour of service invoiced.
