When it comes to the allocation of lottery money in the canton of Lucerne, clubs in the countryside are not disadvantaged compared to those in the city. This is the opinion of the Cantonal Council. Nevertheless, parliament sees potential for improvement.

On Monday, at the request of the cantonal government, the cantonal council partially passed a postulate from Bernhard Steiner (SVP) by 81 votes to 25. It thus instructed the cantonal government to make it easier to submit applications and to make the criteria more transparent.

In the cantonal council, Steiner said that the distribution of lottery money was a constant source of discussion. He criticized the fact that the majority of the money goes to institutions in the city and the agglomeration. He called for the cantonal government to examine how the money could be distributed "more fairly" and "more impartially".

No money for uniforms

However, the other parliamentary groups did not agree with Steiner and the SVP. Steiner cited the example of a rural music association that had not received any lottery money for a new uniform. The majority of parliament considered the government council's answer to be plausible, stating that a new uniform was not a cultural achievement worthy of support.

"No additional regulation is needed," was the conclusion of Simon Howald (GLP). Gabriela Schnider-Schnider (center) explained that the same conditions would apply to all applicants.

Jörg Meyer (SP) said that the regional distribution of funds was not the problem of the Lucerne Lottery Fund, but rather the many "departmental war chests". This seemed opaque and left a stale taste of arbitrariness.

The parliamentary majority therefore agreed with the government's proposal to better clarify the various funding instruments and criteria. The government will therefore examine guidelines and a central entry page for applications.
