On Thursday, the Bernese cantonal parliament
- the cantonal government's report on the impact of the cantonal financial and burden sharing scheme (FILAG) by 103 votes to 28 with 18 abstentions. With a planning declaration, the Council also pressed ahead with the upcoming review of the central burdens. In addition to Bern, Biel and Thun, Burgdorf and Langenthal are now also to receive a lump-sum payment for their center burdens. However, the percentage of the compensation may be lower for Burgdorf and Langenthal. This is to take place in two years' time. Votes against and abstentions came from the left-wing camp in the Council, which interpreted various planning declarations as punitive action against the unpopular red-green city of Bern.
- The amendment to the law on political rights was passed at first reading with 89 votes in favor, 50 against and 2 abstentions. The financing of elections and votes should have to be disclosed in the canton of Berne. Political parties will not be affected in future either. The second reading of the amendment to the law will take place in one of the next sessions.
