The Green Party's popular initiative "Isleten for all" will be debated in the Uri parliament on Wednesday. The party wants to prevent the area from mutating into a tourist resort.

The aim is to put a stop to the construction of a hotel, apartment buildings and a boat harbor - as envisaged by investor Samih Sawiris' marina project. The existing buildings and trees on the former Cheddite site are to be preserved. The party can also envisage temporary camping on part of the site.

A legal regulation should ensure that the area within the Lake Lucerne landscape protection zone remains a largely public, near-natural recreational area. This includes forest, nature and water zones as well as other areas that meet this usage objective.

Government recommends rejection

The government has already spoken out against the initiative. The spatial planning powers of the municipalities of Seedorf and Isenthal would otherwise be drastically restricted, as the government wrote in its report and application to the cantonal council in May. Such a curtailment of a municipality's planning sovereignty by the canton would be "unprecedented".

The government also doubts that such a comprehensive upgrading of the Isleten, as the initiators would like, would be financially feasible. It anticipates costs of up to 30 million francs. This does not include the maintenance and renovation of the buildings and facilities. Provided that the canton or third parties are able to acquire the site from the owner.

The municipal councils of Isenthal and Seedorf also spoke out in favor of rejecting the initiative as part of the report. They support the renaturation of the lake shore and the Isenthalerbach stream included in the marina project. The relocation of the cantonal road is essential for this. If the initiative is accepted, they see this as "severely endangered".

The government recommends that the cantonal parliament reject the initiative without a counter-proposal.
