Ukraine is taking a step towards the European Union when it comes to mobile roaming. As of January 1, an EU regulation will come into effect, meaning that no additional mobile roaming charges will apply.

Ukrainians traveling to or living in EU countries will then be able to surf and make calls with their Ukrainian cell phone contract at no extra cost. Conversely, EU citizens who are in Ukraine will also be able to use their smartphones as normal and will no longer have to pay hefty extra charges.
The network operator Vodafone Germany announced a corresponding roaming regulation from December 16. Deutsche Telekom and O2 will start on January 1 - in other words, when they have to anyway.
There are no advantages for the Russian-occupied areas of Ukraine; the regulation only includes Ukrainian network operators. The roaming agreement and the early Vodafone launch also apply to the Republic of Moldova, which is located between Ukraine and Romania in Eastern Europe and is also aspiring to join the European Union.
Since mid-2017, people living in the EU have not been paying additional mobile phone charges when they are in other EU countries. According to the "roam like at home" principle, they pay the same in other EU countries as they do at home.
